Odisha Leader of Opposition Naveen Patnaik has urged Chief Minister Mohan Charan Majhi to convene an all-party meeting and call a special session of the Odisha Assembly over the Mines and Minerals (Development and Regulation) Amendment Bill, 2026.
In a letter to the Chief Minister, Patnaik alleged that the legislation could weaken Odisha’s financial autonomy and reduce the state’s powers over its mineral resources.
He said the Bill restricts state governments from imposing taxes or cesses on mineral rights and mineral-bearing lands, subject to conditions set by the Centre. He also raised concerns about changes to Section 13, which he said could increase the Union government’s control over mineral taxation.
Patnaik said mining revenue is important for funding education, healthcare, welfare programmes and infrastructure in Odisha. He argued that reducing the state’s revenue powers could affect its development.
The BJD president called for an all-party meeting to build consensus on protecting Odisha’s interests. He also urged the government to convene a special Assembly session and pass a resolution opposing the amendments.
Patnaik said the issue should be viewed beyond party politics as it concerns Odisha’s financial stability and control over its mineral resources.
