The Election Commission of India has maintained that its three-member panel has taken all decisions unanimously since February 19, 2025, amid a growing debate over the Special Intensive Revision (SIR) of electoral rolls.

ECI sources said no Election Commissioner has formally dissented from any decision during this period. The clarification follows reports that Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had raised objections on several issues linked to the SIR exercise.

The reported concerns covered matters including the centralised electoral database, Form 6 and certain procedures related to adding or removing names from voter lists.

The Commission has defended SIR as a statutory exercise aimed at identifying deceased, duplicate, shifted and otherwise ineligible entries while ensuring that eligible voters remain enrolled.

According to the ECI, the verification process is largely handled by Electoral Registration Officers, Assistant Electoral Registration Officers and Booth Level Officers rather than directly by the Chief Election Commissioner.

The Commission has also pointed to safeguards in the process, including voter verification and opportunities to address discrepancies.

The dispute now centres on the distinction between objections raised during internal deliberations and formal dissent over final decisions, with the ECI insisting that its decisions have remained unanimous.
