Washington: The United States is moving to intensify pressure on countries that continue buying Russian oil and gas, while its own nuclear sector retains limited room for dealing with Moscow.

The Lindsey O’Brien Act has been approved by the US House. Graham Sanctioning Russia and Iran Act of 2026, which gives President Donald Trump authority to impose tariffs of up to 100% on countries purchasing Russian energy. India and China are among the countries that could be affected.

However, the legislation retains exceptions linked to civilian nuclear cooperation and certain low-enriched uranium imports. This means the bill does not create a complete ban on nuclear-related transactions with Russia.

The exception reflects US dependence on foreign uranium enrichment. According to the US Energy Information Administration, Russian enrichment accounted for 26% of the enrichment services purchased by US civilian nuclear reactor operators in 2025, compared with 23% from US suppliers.

Washington has been working to reduce its reliance on Russian nuclear fuel, including through restrictions introduced in 2024 and funding to strengthen domestic supplies.

The House passed the sanctions bill 262-159 after the Senate had earlier approved it. The legislation has now been sent to Trump for consideration.
