The Odisha government has decided to strengthen solid waste management across all Urban Local Bodies (ULBs), with a focus on waste segregation, scientific processing, and stronger enforcement.
Usha Padhee, Additional Chief Secretary of the Housing & Urban Development Department, presided over a coordination meeting when the decision was made.
The government will revise the State Policy and Strategy on Solid Waste Management and related bye-laws to align them with the Solid Waste Management Rules, 2026.
Officials stressed the need for mandatory four-stream segregation and collection at source. So far, 73 ULBs have provided dedicated collection compartments for sanitary and special-care waste. The remaining ULBs have been directed to complete the process immediately.
Bulk Waste Generators will also be identified, categorised and registered on the CPCB portal. They will be required to process waste at source or obtain an Extended Bulk Waste Generators Responsibility Certificate before handing it over to local authorities.
In Bhubaneswar, BMC has been asked to improve the use of Micro Composting Centres and prepare a roadmap for scientific waste processing.
The government also plans to formally integrate informal waste pickers. So far, 1,906 waste pickers have been integrated as Swachh Karmis.
Officials were directed to ensure time-bound and accountable implementation across the State.
