New Delhi: The Food Safety and Standards Authority of India (FSSAI) has introduced stricter packaging rules for pan masala. The new rules focus on removing plastic from pan masala packaging. The amendment was published in the Gazette of India on August 10, 2026.
Under the new rules, manufacturers can use paper, paperboard, cellulose and other naturally derived materials. However, these materials must be completely free from plastic.
The packaging cannot contain polyethylene, polypropylene, polyester or PVC. Other synthetic polymers, copolymers and laminates are also not allowed. Aluminium foil and metallised layers are also excluded.
Manufacturers can instead use tin or glass containers for pan masala. These materials have been specifically listed as permitted options under the amended regulations.
The amendment adds pan masala to Schedule 4 of the Food Safety and Standards (Packaging) Regulations, 2018. It also links the packaging requirements with certain provisions of the Plastic Waste Management Rules, 2016.
The new regulation is about packaging. It does not ban pan masala as a product.
FSSAI had earlier issued draft rules for public feedback. The final amendment was issued after considering the suggestions and objections received during the consultation process.
The move puts greater focus on plastic-free packaging. Manufacturers will now have to ensure that their packaging follows the new material requirements.
